This is reproducible on mm-osx-109-3 running just the test on that locale.
With en-US it doesn't reproduce.

You missed to say that this is most likely a really slow shutdown of Firefox. If you can find a manual testcase you could use the Gecko profiler to measure shutdown. Otherwise please check the profile for the shutdown textfile which contains the amount of seconds needed.

The other branches are not affected.

I don't think ESR31 it's affected as it doesn't have the 'ar' locale on which this reproduces.

I couldn't reproduce this on OSX with an [ar] Release 31.0 build
Also there are no Disconnect reports for this failure in reports so I will close this as WORKSFORME
