I can't give exact steps to reproduce this bug, but it happens quite often. Try
this:
1. Open several browser windows
2. Bring each of them to the front several times
3. Drag them around by their title bars
Pretty soon, some of the windows will probably start unexpectedly closing or
resizing to fill the screen while they are being dragged. When a window closes
unexpectedly as a result of being dragged, the window list in the 'Tasks' menu
is often not updated, and it is sometimes no longer becomes possible to open new
windows. Sometimes the windows state information in localstore.rdf becomes
corrupted in the process so that even if you quit the browser and restart it, it
is still impossible to open new windows.
This bug occurs on recent Mac OS X trunk builds
