I goofed when I set up all the vagrant stuff and used 13.10 which will become no longer supported soon. I should have used 12.04 or 14.04 both of which are LTS releases.
This bug covers update the image url in Vagrantfile to use 14.04 LTS, testing that out with provisioning and fixing any issue that pop up.
