Details
Theoretically, it's possible to create cycles with USE_LIBS, although in practice, developers doing casual changes to the build system are unlikely to create them. It would still be better to error out nicely, though.
I'm sure there are other non-working cases that bug 1041936 allows and that moz.build should be better at detecting, too.
