1042679 - Reduce the annotated summary generator search term length limit

Currently we cap the search terms at 200 characters, however this means that for long failure messages we need to spam the bug summary with a large string.

In addition, with the new style buildbot timeout messages, eg:

We'll end up having so many variations filed, since in that example, the 200 chars cap still catches the 'robocop-2' param passed to android_emulator_unittest.py

The 200 char limit was arbitrarily picked by bug 807707; let's pick another arbitrary number: 100.
