Apparently, the switch has to be on for it to be created (https://github.com/mozilla/zamboni/commit/dd2cc429546e1032a0ab40a96fd3c8834df46e0a) I patched to not require the switch (https://github.com/mozilla/zamboni/commit/f7ad5852f8f7c4af965610756af3f2f9052bae3f) But I see it on -dev when the switch is on https://marketplace-dev.allizom.org/reviewers/apps/review/test-app-redpanda9500
