1042785 - The dynamic toolbar preference is not saved when Don't keep activities is enabled

Steps to reproduce:
1. From Android settings -> Developer options enable Do not keep activities
2. Open Firefox
3. Open settings -> Display
4. Check/Uncheck "Scroll title bar"
5. Browse to a scrollable page and scroll to the bottom of the page

Expected result:
The dynamic toolbar preference was saved

Actual result:
The dynamic toolbar preference was not saved; user can still scroll the title bar even if "Scroll title bar" preferences in unchecked.

Note: However, the check-box state is seen correctly in about:config; changing the preference from about:config makes the dynamic toolbar to perform correctly

Which version of Android/device? 

What's special about that one particular setting?

What about other settings?

I was able to reproduce on any device on the office that has the "Don't keep activities" 
From what I'm seeing, only the "Scroll title bar" option is affected
