I tested the patch by running 

PERL5LIB=lib/perl perl release/patcher-config-bump.pl -p firefox -r Firefox -v 24.7.0esr -a 24.7.0 -o 31.0esr -b 1 -c release/patcher-configs/mozEsr31-branch-patcher2.cfg -t stage.mozilla.org -f ftp.mozilla.org -d download.mozilla.org -l shipped-locales --partial-version 31.0esr --platform linux --platform linux64 --platform macosx64 --platform win32

This command assumes that the next version is 24.7.0esr (just to make the tools happy downloading files) and generates a proper diff with "from" and "to" added to <current-update>. Another command with 24.6.0 also adds a proper "past-update" entry.

Build IDs are grabbed from the ftp and the list of locales are from shipped-locales.
