Details

So that payments work where mozPay isn't present. This will allow us to use payments on clients like Safari, iOS, Chrome etc. This will polyfill in mozPay and mozPaymentProvider. We should figure out what browsers we'd like to support, we don't need to go back in time for ever. We'll also need to figure out test plans for those. If we put this polyfill in fxpay, then we can just make fxpay the one library we use everywhere. We are putting this in the Desktop queue, in case the platform stuff doesn't happen soon.

Based on the recently announced future plans for the Marketplace to remove payments, closing these bugs.
