1045582 - Move paging interface at the top, with count and easy selection of how many records to show at once

* The interface for getting more results should be at the top of the screen.
* The count of results should be visible. It should be clear when I already see everything, or when there are so many results that it's better to filter more rather that going on page by page.
* There should be a simple dropdown for choosing how many results to show at once (performance/simplicity tradeoff). The choice should be remembered across sessions.
* Optionally, there could be the usual support for browsing through different pages of results.
