1046196 - FF 31 password manager does not remember "never remember password for this site"

Steps to reproduce:

1) Go to my online bank https://mijn.ing.nl/
2) Log in with my username and password


Actual results:

1) The password manager pops up asking me to remember the password.
2) I choose not to and also check not to ask again.
3) The next time I visit my online bank the password manager is popping up again with question to remember password.


Expected results:

1) Like in FF 30 and earlier: nothing should have happened, no pop up of the password manager. It's a secure site where it is not wanted to have a choice to remember a password or not.
2) It only happens on the secure site. On other sites like forums and so on, the password manager does remember the password, it does not pop up again.

Additional info: the site is mentioned in the list of sites not to remember password of. I did remove all sites in the list but still the password manager pops up when I visit my bank.

Works for me with

When I enter a username and a password, a "doorhanger" popup appears, where I can choose:
* Remember Password
* Never Remember Password for This Site
* Not Now

Do you mean that popup?

Yes, that is what I mean. Safe mode does nothing.

It also works fine for me with Nightly on that site:

"Login Manager (parent): (form submission ignored -- saving is disabled for: https://mijn.ing.nl )"

Can you provide the logging information using the steps at https://wiki.mozilla.org/Firefox:Password_Manager_Debugging and attach them as an attachment here? I'm most interested in seeing the logs starting from when you choose "Never Remember Password For this site" until after you submit the form another time and it shouldn't ask you to remember again.
