"Bookmarks Toolbar Items" disappears entirely from Navigation toolbar instead of overflowing

Steps to reproduce:
1. Make a new profile.
2. Show the Bookmarks toolbar.
3. Customize: move Bookmarks Toolbar Items to Navigation toolbar (e.g., put it between the Location bar and the Search box).
4. Drag from the URL bar to create a bookmark on Navigation toolbar.
5. Repeat step 4 until there are too many bookmarked items to fit into the allotted space on the toolbar.
Actual results:
After "too many" bookmarks have been added, the ENTIRE Bookmarks Toolbar Items gets removed from the Navigation toolbar and gets replaced by a right-pointing chevron. Thus, no bookmarked items remain visible on the Navigation toolbar. Depending on where the Bookmarks Toolbar Items was placed on the Navigation toolbar in step 3, other things may get removed from the Navigation toolbar as well. In my case, I currently see only the Location bar and hamburger button on the Navigation toolbar. Clicking on the chevron shows me the Search box, Home button, etc.
Expected results:
As in v30, the Bookmarks Toolbar Items should overflow such that some bookmarks remain visible on the Navigation toolbar (i.e., as many as will fit), and the overflowed bookmarks get pushed off the right and are accessible via a chevron.
