Regressions in fennec which prevent tests from running or collecting results need to be identified quickly. Rather than depending on inspection of phonedash results, Autophone can and should send email notifications in the same fashion that it does for disconnects and worker deaths.

The whole properties on test vs build_metadata should be straightened out someday, but not today. Ran tests for the dates where webappstartup failed and was correctly notified.
