Steps to reproduce:
1. Load https://marketplace-altdev.allizom.org/
2. Click on Sign in
3. In the FxA popup window, click on 'Create an account' link
4. Enter email ID, password.
5. From the drop-down for birthyear, choose "1999".
Expected behavior:
A person born in 1999, is older than 13 yrs which means they are eligible to have a FxA account
Actual behavior:
User with birthyear set to 1999 is incorrectly blocked from setting up an account

Krupa, you mentioned to me that you had tried to create an account for someone born in 2000, and run afoul of bug 1031621. Did you, by any chance, use the same email address to create the one for 1999? I'm pretty sure there's a 'blacklist' effect that will prohibit further attempts for the same email address.
Creating a new account with a never-seen-before email address with a birthdate of 1999 works for me.
I'm going to try using a new address for 2000 (which I expect to fail) and then that same address for 1999 (which I expect to fail again), and report back.

Hmm. I can't actually get https://marketplace-altdev.allizom.org/ to stop spinning after I close the popup, no matter what year I use.
Have you been able to successfully create accounts for any year?

I did use the same email account. I can try with a separate email ID. I have successfully created an account for 1990 or earlier.
you'll see the spinner if you have the FxA popup open. Make sure to check all your tabs :)

I have tried to create an account with a new e-mail, choose "1991", and I have received the following message "You must meet certain age requirements to create a Firefox Account.". I haven't tried the e-mail before, so it shouldn't be blacklisted.

Verified as fixed in https://marketplace-dev.allizom.org/ on FF36 (Win 7).
I can no longer reproduce the original scenario and the scenario described in Comment 4.
