As of django 1.4 we can stop using the django-jingo-offline-compressor plugin since 1.4 contains this support built in. 

Doing this means also that we can replace 3 github.com URLs in requirements.txt with just 2 pypi packages (django-compressor and appconf)
If this works out we're down to 9 github.com URLs in the requirements.txt
