Steps to reproduce:
1) Use Flame.
2) Use nightly Gecko+Gaia
3) Navigate to https://hsivonen.fi/thesis/ in the browser app.
4) Tap the link that says "PDF"
Actual results:
When the PDF is downloaded, a visual notification appears at the top of the screen (good) but additionally a particularly loud notification sound is played. The sound is loud enough to be noticed by people nearby.
Expected results:
Expected no sound upon download. The user should be able to click a link to a PDF without their phone making embarrassing noise even if the user hasn't explicitly silenced the phone.
I expected the results:
No sound if the downloads is done soon, because the operator did not leave.

I don't see why we should make the download complete notification silent. There's no way that we will know how long the download will take - if the user is downloading on a slow 2G connection (like a large number of users on our target market will be) then even small downloads could take a long time. I agree that the download started notification should be silent, but I'm not convinced about the download complete notification.
