Rationale: * marketplace.dev.lcip.org is out of date, and using the production database while trying to talk to dev ouath servers causes "crossing the streams" confusion and errors. * stable.dev.lcip.org is where we want future relying parties to integrate with their dev environments. Possible issues: * make sure we move credentials over from marketplace.dev.lcip.org * ssh access still needed? * do we have persistent test accounts that would need to be re-created?
