According to the testing result by Arno in bug 1043856 comment 22 . Sometimes transfer files from android device to flame doesn't work.

This is a temporarily workaround before, and it cause problem in libnfc-nci when send file from android to flame.
Remove this workaround and check keep vibrating bug by using :
1. nexus4 - nexus4 100 times ok
2. nexus4 - flame 50 times ok
3. flame - flame 50 times ok
