steps to reproduce: 1. Load https://marketplace-dev.allizom.org/curate/manage/shelves/sample-shelf 2. Notice that background image has an asterisk next to it indicating it is a required field 3. Notice that the op shelf has no background image. expected behavior: User should be unable to create an operator shelf without required fields actual behavior: Able to create operator shelves without a background image
