The majority of docker worker tests (with the exception of shutdown tests) can be run on production instances this could be used along with a worker CI to test deployments.

Are you talking about docker-worker tests that:
A) write a docker-worker test that
   - Builds an AMI
   - Defines workerType on aws-provisioner
   - Posts task for create workerType
Then, I don't see why you can't test shutdown..
If other the other hand you are talking about:
B) Periodically launching a test graph-task for a given workerType that:
   - Tests all/most docker-worker features
   - Reports errors somewhere
   - Is used to detect when taskcluster production systems starts to fail.
Then this is a sub-task for bug 1051561.
