1051998 - Enable MOZ_DISABLE_NONLOCAL_CONNECTIONS for talos tprovider

In bug 1026970 we excluded tprovider (remote-troboprovider) from the initial MOZ_DISABLE_NONLOCAL_CONNECTIONS landing, due to bug 1030179.

Once that's been fixed, let's push to try and if all green, remove the exclusion here:
