Because permission |webapps-manage| is certified applications only, app protocol is not available for privileged apps. Therefore, we want to find another way to let privileged apps be able to launch a widget via APP protocol URIs.

In this patch, enable loading resources from app:// URIs from outside that app if the opening URI has "homescreen-webapps-manage" permission.
