This is eerily similar to bug 1052864, but for the developer pages. This because the UI is different and also the audience is different. But for all intensive purposes its the same sort of thing, get people to set up their Firefox Account.

I don't think we need to do anything different than what we will show on consumer pages for the banner (see https://bugzilla.mozilla.org/show_bug.cgi?id=1052864)
