Bugzilla::Group makes sure that groups involved in chartgroup, insidergroup, timetrackinggroup and querysharegroup cannot be deleted, but it's unaware of the new comment_taggers_group and debug_group parameters implemented in bug 793963 and bug 824399 respectively. This lets an admin delete such a group by accident. Also, renaming such a group is not reflected in data/params for the same reason.

comment_taggers_group doesn't exist in 4.x.
