1054018 - Create a utility js file for commonly used functions

In bug 1052276 and for PageActions.jsm, we moved the resolveGeckoURI method into the JSM as well, so that they could be independent of browser.js. Add-ons also often copy this method. We should move it and other nice util/helper functions like it somewhere reusable. Utils.jsm? Maybe someone has a better idea...
