1054383 - Ruby reftests time out on B2G

The ruby reftests in bug 1030993 seem to time out on B2G -- at least, ruby-whitespace-1.html and ruby-whitespace-2.html do, as shown by the orange B2G ICS Emulator Opt R8 jobs in these Try runs:

Filing this bug on investigating.

In the meantime, I'm going to label the css-ruby reftest directory as "skip-if(B2G)" so that we can get tests running on other platforms, and I'm marking this bug as blocking the "enable ruby pref by default" bug.

We can enable ruby tests on b2g now:
