Github is using PUA characters here. I think it would make sense to always allow pages to use their own fonts for PUA characters. In fact, as we discussed not that long ago, I think it would make sense to disallow system font fallback for PUA characters...

Yes, this is bug 789788.

I posted a possible patch a while back in bug 789788 comment 61, but then various threads of discussion muddied the waters further. Maybe it's time to revisit that patch, though.
