105492 - Partial mssg from pop server can be downloaded repeatedly

Repeatedly clicking on the partial message that is downloaded with pop with pref 
set to save diskspace, the same message is downloaded.  Noticed this while 
verifying bug 105162. I have not checked this in trunk build yet and most likely 
it happens in the trunk build as well.

Steps:
Select a pop account in profile
Launch mail
Set the pref not to download the message if it exceeds certain limit. The perf 
can be found in accounts|settings\Disk space-check the pref with any size.
Send a message which exceeds the specified limit above
Get message
You will see that the message is downloaded partially from the server and there 
is a link "click here" when clicked downloads the message completely.

Actual result: When you click this more than once or each time you click this 
message the same message is downloaded with each click. 
Expected result: Message is downloaded only once even if the user clicks more 
than once.  

But I see that if you exit the application and come back in again the dup 
messages are cleared from the thread pane.
