STR:
1. Open Nightly with new profile.
2. Visit about:addons/Plugins
3. Wait for OpenH264 plugin to install.
4. Enter preferences
5. Click Always Activate, and select Never Activate
6. Click Never Activate.

Expected result: The button does not change size.

Actual result: Button changes size if it`s clicked.

Notes:
1. Reproducible on all platforms.
2. Attached screencast showing the issue.

The button changes position because the plugin title changes, is that what you mean?
I can't tell if the actual button size changes here without measuring or side-by-side comparison.

Attachment: Difference between buttons

Here is an Image showing the difference between the two states of the button when it`s Never Activate. There is a difference on Always Activate state but not on Windows. Hope this is enough in order to see the issue. If you need any more information please let me know.
