Steps to reproduce:

There should be three viewing states, standard which we currently employ. Zoomed out which should be a thumbnail grid (e.g. Top Sites) and zoomed in which should be just the fave icon and tab title (e.g. History List). This should be accessed by pinching. Though with the new overflow menu in the tabs tray, we can also have a more obvious point of access there.
