In bug 1024672 part 2, we added logic to convert old submissions stored as crashes to be stored as actual submissions instead. The old way of storing submissions was used from FF33 to FF34. We should drop the conversion code after a few releases.

Does that migration logic only affect desktop fx? If yes, we could just leave it and wait for us switching over to unified Telemetry (scheduled for fx 40).
