This happens even if there's nothing to do in the dir, and a no arguments ./mach build always works.

Reopening per changes to bug 1055204.

updater is being deleted here[1] after being copied into the updater.app, so on any subsequent run, there's no updater to be copied anymore here[2].

Could be as simple as removing the rm -f $(DIST)/bin/updater, but not sure how we got to this new behavior in the first place.
