[Blocking Requested - why for this release]:
Bug 1022746 regressed this by removing a z-index directive. Attached is a PR to fix it. Requesting blocking-b2g:2.0 to match the blocking bug.
For triagers: the issue here is that when you tap a ringtone in the manager or the picker, it won't get highlighted in blue, so it can be hard to tell if the phone actually registered your tap or not.

in-testsuite- because this is just a CSS issue.
