Go to a site that requires authentication. Don't know any? Then try:
http://www.w3.org/P3P/Group/Syntax/Drafts/WD-P3P-19980814/syntax.html
At this point you should get a dialog asking for username and password. Instead
you get a dialog saying:
"You have started to download a file of type text/html;charset=iso-8859-1"
with buttons: "More Info", "Pick Apps", "Save File", and "Cancel".
Basic Auth is not in yet. Will probably make it in the next milestone.

We need this working by M10 so we can implement stuff on top of this for M11. We
need to bump up the pri of this.
