Details
Often when I want to use a helper app, I know it well before the page had fully loaded. For example, if I load a play store link, nearly 100% of the time I want to load it in the play store, but I have to wait ~20s for the page to fully load before the stop icon goes away to be replaced with the helper apps icon.

This would be nice to have, but it might be complicated to fix, since it would involve tweaking the page actions API.

To be clear, we currently don't show page actions while pages are loading. Allowing us to do so would probably require updating our callers to hide themselves during page load. Maybe we could instead add a flag or something to them (and move the stop button to be a page action at the same time....
