I also saw this issue while dogfooding (I sent 2 emails in a row while being in a train). From a user perspective, this has a negative effect when the receiver of your emails doesn't have them in the right order.

I don't see how this is a new feature, as the message queue is already here and working. We just need to change the order of it.

[Blocking Requested - why for this release]: Travelers can hit this issue easily. And in this case, this has an impact with the people you communicate with. I think it's worth to be discussed in a new triage session.

Not a new behavior so we won't block on this, but do expect to have a fix in the 2.5 timeframe along with the conversations work.
