When using mutliple tabs, the security icon doesn't reflect the current tab.

Reproducible: Always
Steps to Reproduce:
1.Go to any secure web page
2.Note the closed lock icon in the corner of the browse
3.Open a new tab and go to  an insecure web page

Actual Results:  The closed lock icon is still there even though the current tab
you are viewing isn't a secure web page.

Expected Results:  The security icon in the corner should reflect the security
properties of the current tab being viewed.
