Description:
When progressing through the FTU, if the user connects and Data and/or a WiFi network, they are not able to import contacts from Facebook, Gmail, or Outlook.  The device is still connected to the network, because the user is able to create or sign in to a Firefox Account.

This issue does NOT occur when re-launching the FTU from the Developer menu.


Repro Steps:
1) Update a Flame to 20140826040204
2) In the FTU, connect to Data and/or WiFi
3) Progress to the Contacts import page


Actual:
Gmail, Outlook, and Facebook are not selectable, despite being connected to a network.


Expected:
Gmail, Outlook, and Facebook are selectable when connected to a network.

Switching the 2.1?->2.1+, on these fixed bugs as these are regression.
