STK_RESULT_ACTION_CONTRADICTION_TIMER_STATE

In Bug #1026556 we added a new STK constant to the IDL[1]

But in order to land [2] in gaia, we added a workaround [3] which should be removed as soon as [1] is landed in next B2G release.
