1059315 - Switching between repos sometimes breaks resulting in the UI being half one repo & half another

1) Open https://treeherder.mozilla.org/
2) Open repos menu
3) Click "mozilla-inbound" (the text, not the checkbox)
4) Open repos menu
5) Click "mozilla-central" (the text, not the checkbox)
4) Open repos menu
5) Click "mozilla-inbound" (the text, not the checkbox)

Expected:
All of the following say "mozilla-inbound":
* Page title
* Caption on the current repo's tab/button
* Page URL
* Link targets for SHAs for the commits visible in the main page

Actual:
The following say "mozilla-central" rather than "mozilla-inbound":
* Caption on the current repo's tab/button
* Link targets for SHAs for the commits visible in the main page

I'm able to reproduce this.  Tracking it down now...

bug 1059315 - reload on repo change in url.

Page reload whenever repo changes to cleanly switch.
Also update filters without a reload when changed on URL
