The pass added by that revision was and still is disabled, and the other changes it makes to the code base are pretty minor.  If I increase the range of the graph I see lots of ups and downs over the last year with no significant change in that time, and around July 30 the score bumped up from a level similar to where it is now, for no obvious reason I can see from the associated revisions.

We have shipped this code, it could be we didn't find the root cause, or there was something unrelated that caused this.
