At the current time Firefox permits to grant permanent permission to a domain only under HTTPS protocol. Since the WebRTC specifications says that permanent permissions should not be allowed unless the source of the request can be verified, the pages requested using the file:// protocol (and so stored in the system hard drive) should also permits this possibility.
