Using "File bookmark" to create a new folder produces "empty" entry above new bookmark

Using "File bookmark," creating a new folder, and filing the new bookmark in
that folder results in an "(empty)" entry that persists until that browser
window is closed and another is opened.
Reproducible: Always
Steps to Reproduce:
1. Click on Bookmarks->File Bookmark
2. Click on "New folder"
3. Click on OK to file the new bookmark in that folder
4. Click on Bookmarks and go to the new folder: there is a grayed-out "(Empty)"
entry just above the newly-filed bookmark
Actual Results: The new folder is created and contains the (Empty) entry
despite the fact that it isn't empty
Expected Results: It should have created the new folder, filed the new bookmark
in that folder, and removed (or never added) the "(Empty)" entry, since the
folder isn't empty.
