On my Flame I see sluggish scrollbar while scrolling in Homescreen, and Settings. It occurs between these two pvt builds (from https://pvtbuilds.mozilla.org/pvt/mozilla.org/b2gotoro/nightly/mozilla-central-flame-eng/2014/09/):
