The "Date Format" is missing from the Date & Time settings page within the Settings App

Repro Steps:
1) Update a Flame to BuildID: 20140905000202
2) Open Settings app
3) Scroll down and tap on "Date & time"
4) Observe Format section


Actual:
The "Date Format" is missing

Expected:
The "Date Format" is implemented properly

This issue DOES occur on Flame 2.2 (319mb), Open C 2.2, Flame 2.1 (512mb), and Open C 2.1

The "Date Format" is missing from Date & Time within Settings

This is shown in this design document but i don't know if this would be a blocker. Edward, could you look at this issue please and weigh in on whether or not this is a blocker?

Today's aurora (v2.1) is okay for me, I mark it to WORKSFORME. You can check it again with latest build of aurora.
