I can't enter any text into the Search textbox. When I move the mouse over it,
the mouse cursor doesn't even change into the "text input" style cursor.
Clicking on it doesn't do anything either.
Reproducible: Always
Steps to Reproduce:
If you can't go to that URL, go to http://www.acm.org/dl/ and it'll expand to
some generated URL that'll show a page with that Search textbox in it.
Actual Results: I cannot click on the Search textbox and enter any text.
Expected Results: I should be able to click on the Search textbox and it should
allow me to enter text.

Probably you need account on that page and also need to turn on JavaScript.
When I tried to enter text, popup window says,

* Please review the requirements below.

When tried from my University which have an account of ACM,
search textbox works.
I used Mozilla 0.9.5/Linux.

This bug is invalid.
As mentioned by Shotaro, you need a login account to access the search feature
on this page.
I created an account on ACM and was allowed to use the search feature after
that.
Marking bug invalid.
