10648 - Viewer "Back"/"Forward" goes two pages at a time

In viewer, when I hit the "Back" or "Forward" buttons, viewer goes back
or forward by two pages instead of one.  To reproduce:

Start viewer & wait for example 0 to display.
Select samples/demo #1 & let it display.
Select samples/demo #2 & let it display.
Select samples/demo #3 & let it display.
Click on "back".  Viewer prints
	Goto 2
	Goto 1
on stdout and displays example 1 again.

The forward button does basically the same thing.  If you're "back" by
more than two pages and click on "Forward", it'll print two "Goto" lines
and display the second page forward.

This may be related to bug 9473.

Ramiro -- this is not a problem on NT, can you please take a look on linux? My
guess is that you're getting duplicate events.

When I tried it a few days ago--don't recall the exact day--it was still going
back/forward two pages at a time.  I updated my source tree this morning and
rebuilt, and now back/forward doesn't seem to do anything.  When I place
my mouse on the back or forward buttons they change from gray to white, and
they depress when clicked, but there's no other effect.  Nothing happens to
the viewer window and nothing is printed to stdout.

Yeah, I forgot to answer that in my followup.  This problem is only happening
in viewer.

I can't verify this because viewer is suffering from amazing bit rot.  Also,
since viewer is dying I'm not fixing this.
