I tested attachment (id=54900)on the following system:
Platform: PC  
Operating System: Windows 98
Build ID:  2001120303

I tested this with Netscape and MSIE 5.5.  Neither browser displayed the title
"This is a title" or any other title anywhere on the page.  Also, as you can see
   in the two attached screenshots of each browser, the optgroup was displayed
very differently.

Is anyone still seeing this?  There is still a display problem (bug 176003) but
the title is appearing in the correct location.  Using Moz 1.2b on WinXP (yeah,
need to update).
