Details
In Bug 1063848, this getter was added which checks the browser.tabs.remote.autostart pref in addition to other conditions (like being in Safe-mode). After a stabilization period, this should not be necessary anymore, and we should remove it.

This bug was originally filed for the e10s project, but it looks like Fission has added a bunch of code to this method, so I don't think we want to get rid of it any more. Sorry for the confusion.
