Steps to reproduce:
Everytime I try to open Firefox in Safe mode, the mini window where one selects the option appears in the background of every opened application of the desktop.

This issue is reproducible on the latest Nightly build id:20140911064110 on win 8.1 x64. Please note that this seems OS dependent as this is not reproducible on Windows Xp x32.
